In the very first scene, Terry Richmond (Aaron Pierre, a future superstar if there is such thing as cinematic justice) is knocked off his motorcycle by a police car. A minor hiccup in the ensuing exchange is that Terry accepts a large bail amount to release his cousin from jail. So the police see this as an opportunity to pad the coffers of a corrupt small-town operation run by slimy police chief Sandy Byrne (the great Don Johnson).
